Poste proposé : SUSTAINABLE DEVELOPMENT MANAGER, GREATER ZAKOUMA ECOSYSTEM

Position title: Sustainable Development manager for the Greater Zakouma Ecosystem (GZE)
Location: Zakouma NP, Chad (ZNP)
Reports to: Greater Zakouma General Manager (GM)
Supervises: The Sustainable development of the Greater Zakouma Ecosystem.
Job overview: Following the signing of a partnership agreement between African Parks and the Government of Chad to manage the Greater Zakouma Ecosystem, it is necessary to implement a Land-use and Management Plan (LUMP) and manage all aspects of this plan to the benefit of both the people and the wildlife living the ecosystem. In particular, the implementation of this plan includes the adjustment and creation of several Protected areas’ status. In addition, African Parks is implementing a comprehensive engagement strategy (3E+) in the GZE to be able to reach its expected social impact and the associated objectives envisioned in the LUMP.
Key functions:
Development and Implementation of the Greater Zakouma Ecosystem Land-use and Management Plan (LUMP)
• Coordinate and participate in the finalization of the elaboration and the validation of the Land-Use and Management Plan (Master Plan) for the Greater Zakouma Ecosystem.
• Coordinate the finalization of the process to elevate Siniaka Minia Faunal Reserve to a National Park, and the development and validation of the associated management documents.
• Coordinate the finalization of the process to modify Bahr Salamat Faunal Reserve’s western limit, and the development and validation of the associated management documents.
• Coordinate the development and creation of a Wildlife Management Area (Zone de Gestion Concertée) in the Northern Corridor, and the development and validation of the associated management documents.
• Coordinate, participate in and monitor the implementation of the LUMP.
In particular:
- Coordinate the adaptation or creation of specific governance aspects (local committees, Provincial Action Committees…);
- Implement/monitor existing agreements and develop and implement/monitor new agreements with associated structures and key role players to ensure the full implementation of the LUMP;
- Coordinate the liaison with appropriate stakeholders and partners involved in the implementation of the LUMP, in particular APEF program, PASTOR and IUCN;
- Ensure understanding, adherence and support to the Greater Zakouma Ecosystem Land-use and Management Plan by all stakeholders, partners and role players.
Implementation of the 3E+ Strategy and associated planning documents by the Community/Sustainable Development Department in the GZE
• Ensure the overall supervision, coordination and monitoring/reporting of the implementation of the 3E+ Community Engagement Strategy in the GZE and with partners, as well as the associated annual action plan.
• Ensure the technical supervision and financial supervision of the GZE-Development Action financed by the EU.
• Ensure the direct supervision of the GZE Sustainable Development team.
• Ensure the coordination and monitoring of the Community teams, together with the assistant Park Manager(s) and the GZE community coordinator.
• In particular, participate in the supervision and implementation of the community/sustainable development actions listed in the GZE Communication Strategy.
Other
• Contribute to the capacity building, coaching and training of the Community Team.
• Any other duties as requested by the general manager.
Reporting
• To participate in the Monthly Community/SD team meeting.
• Provide the GM with a monthly report by the end of each month (latest the first of the next month).
• Provide the GM with an annual report at the end of each year.
Other conditions
• Final employment will take place after the satisfactory completion of a 3-month probation period.

What does success look like in 3-years’ time?
• The finalization and endorsement of the GZE LUMP.
• The changes or creation of statuses achieved as listed above, and associated management documents finalized.
• Stakeholders, partners and other role players endorsing and actively taking part in the implementation of GZE according to their respective role.
• The 3E+ strategy and EU-funded Action successfully implemented.

Profil recherché pour le poste : SUSTAINABLE DEVELOPMENT MANAGER, GREATER ZAKOUMA ECOSYSTEM

Mandatory skills/experience:
• Higher Education (preferably Master) Degree in Environment, Sustainable Development, International affairs.
• Community/Sustainable Development technical skills and experience.
• Experience in the development and/or implementation/monitoring of sustainable development strategies or protected areas management plans.
• Experience in supervising/implementing EU and/or complex strategies and programs.
• Experience in dealing with International NGOs, local partners and stakeholders in a large landscape.
• Able to communicate fluently in English and French.
Desired skills/experience:
• Experience in Protected Areas strategic planning.
• Experience in isolated sites.
• Experience in Africa, in particular Francophone areas.
