Humanitarian-Development Peace Analyst NOB

Position Purpose :

• Provide a brief, one paragraph summary of the position’s key objectives, contributions and scope of responsibilities to serve as an introduction to the Key Duties and Accountabilities.
• The objective of this position is to support the Government and partners in the implementation of a nexus approach, to enhance the impact of investments in development, humanitarian response and peace building.

More specifically, the objectives will be attained through :

• Support to data collection, planning, and coordination of the operationalization of the nexus approach.
• Training and dissemination of information on NWoW and reinforcement of coordination capacity at national and local level for HDP actors and partners.
• Provision of technical support through short term technical experts for specific HDP components such as joint analysis, partnership, policy dialogue and implementation approaches.

Key Duties and Accountabilities :

• Support the establishment of a dynamic, nationally led system of mapping HDP approach in planning instruments and programmes:
• Support the production of updated analysis to inform the revision of the Feuille de route;
• Contribute to the organization of consultations with all stakeholders Including actors from various regions, rural areas, HDP actors at national and subnational levels, women- and youth-led groups in order to collect and coordinate the provision of inputs with the aim of propose a new joint plan of actions or Feuille de Route.
• Contribute to the Implementation of the Government HDP roadmap which takes into account gender and age specific root causes and drivers of fragility and vulnerabilities:
• Collect data and maintain a database in support of HDP joint evidence-based analysis;
• Conduct data analysis as required;
• Support the development of a joint conceptual framework including disaggregated indicators (e.g. gender, age) to harmonize and coordinate the joint data analysis.
• Establish a common/shared data mechanism to support evidence-based policy making and national planning:
• Collect and analyze data on actors, activities, and programmes and related output indicators and regions of intervention related to the HDP nexus on the ground in order to produce a mapping on HDP interventions in Chad;
• Support existing national data collection and management system to integrate elements of the Nexus approach.
• Support the costing of HDP priorities and make sure this is reflected in key national planning and budgeting frameworks, strategies, sector plans and programming frameworks with partners:
• Contribute to identify HDP projects and programs that contribute directly or indirectly to the National Development Plan, as well as the success of the ongoing political transition in Chad;
• Support Government and UNCT to plan, implement responses that increasingly adopt and strengthen the Nexus approach;
• Support the provision of inputs and expertise for the UN-WB and other partners joint contribution to the National Peacebuilding Strategy with an emphasis on HDP interventions.

Requirements :

Education :

• Advanced university degree (Master’s Degree or equivalent) in International Development, International Relations, Politics, Economics or a related field.

Experience, Knowledge, and Skills :

• Minimum of two years of progressively responsible experience in humanitarian, development and peacebuilding work in an operational UN Agency or a Development Agency and/or International Financial Institution or Donor.
• Strong experience working in complex emergency settings, at strategic, operational and coordination levels. 
• Demonstrated experience both at the national level and international level in large organizations with dispersed operations and/or in the public and private sector.
• Fluency in written and spoken English and French is essential.
