Poste proposé : Communications Specialist

We're looking for Communications Specialist.

Duties and Responsibilities

The communication Specialist will be responsible for the following functions:

1. Planning and design of internal and external strategies for communications and outreach 

  • Planning and formulation of communications needs assessments for the project and corporate change initiatives, etc)
  • Formulation of the CO communications and outreach strategy for Programmes/Projects in Lake and Hadjer Lamis, based on corporate strategic priorities and UNDP External Communications Action Plan.
  • Constructive and timely advice on inclusion of communications components in programme and projects formulation to integrate advocacy and communication strategies into all aspects of UNDP’s development programmes.
  • Networks with the Focal Points on stabilization at the Regional Service Centre and the CO Comms Officers in Cameroon, Nigeria and Niger

2. Formulation and implementation of the CO publications strategy and plan for the Project offices in Lake and Hadjar Lamis

  • Formulation and implementation of the CO publications strategy and plan for Programmes/Projects in Lake and Hadjer Lamis Provinces, based on the corporate publications policy.
  • Identification and development of storylines for publications and substantive articles contributing to debates on key development issues in Lake and Hadjer Lamis Provinces of Chad.
  • Coordination and management of all project Office publication activities, including content management, norms for publishing, design, liaison with printers and other suppliers to oversee production and supervision of publications dissemination.
  • Ensures the visibility of UNDP support to donor partners

3. Provides inputs into the design and maintenance of the UNDP web site, intranet, Stabilization programme web-based knowledge management system 

  • Design of the office web sites based on corporate requirements in cooperation with the ICT staff.
  • Supervision and preparation of the content for the web sites and social media platforms ensuring consistency of the materials.

4. Supports the business development 

  • Creation and promotion of campaigns that position UNDP with local and international media and influences the development agenda based on current programme and new initiatives.
  • Management, promotion and dissemination of corporate advocacy materials for launching flagship initiatives and publications. 
  • Creation, promotion and maintenance of public information campaigns on issues including UNDP activities, Sustainable Development Goals, UN Reform, etc. in association with other staff from Business Development Team.
  • Promotional activities to position UNDP as a leader within the development space.
  • Increased coverage and understanding of the UNDP’s work in the practice area through development and maintenance of media contacts and providing newsworthy information to national public and donors. 
  • Formatting, packaging and submission of programme and projects initiatives for donor review in close collaboration with programme and project staff.
  • Development and maintenance of close contacts with government officials, multilateral and bilateral donors, civil society and private sector for implementation of the communications strategy, organization of roundtable discussions, press conferences, project visits, briefing sessions, interviews, launches, etc.
  • Forging of a “One UN” image in Lake and Hadjer Lamis Region through publicizing the significance of local UN reform efforts, joint programmes, common services.
  • Ensuring access for journalists to subject-matter experts and UNDP spokespeople.
  • Regular updates to donors, donor reports, civic education and community awareness where appropriate to support projects.
  • Effective responses to inquiries for public information materials.
  • Innovative and creative solutions to sensitive or corporately strategic public communications issues.
  • Advocacy and promotion of UNDP mandate, mission and purpose

5. Facilitation of knowledge building and codification of lessons learnt and good practices

  • Identification and synthesis of best practices and lessons learned directly linked to programme country goals and activities.
  • Monitor practices, and project-specific news and developments in order to ensure guidance to the office that reflects the best and most current available information. 
  • Provides advice and support to UNDP inputs to strategic documents.
  • Sound contributions to knowledge networks and communities of practice including corporate communications repositories.
  • Organization and provision of training, consultancy and advice to UNDP staff on internal and external communications.

6.Content creation

  • Produce and oversee production of media-orientated communication products (editorial writing, news writing, proofing, pitching, placement, etc.).
  • Produce quality content and ensures publication via multiple channels for dissemination including newspapers – print and online, radio, TV and social media as well as internal media platforms such as UN Women websites, intranet, and other related web-based communications
  • Recommend appropriate information and communication materials for use in media and other communication activities;
  • Participate in selecting the news and media-related information transmitted to key constituencies; Ensure rapid and accurate information dissemination to the media.

7. Media strategy

  • Undertake activities to promote media coverage (e.g. press conferences, interviews, press seminars and other special activities) of priority issues and/or major events, to include development of a media strategy and action plan, initiating proactive media outreach efforts ;
  • Build information networks by interacting with journalists, other media representatives and followers, subscribers and supporters of media networks ;
  • Monitor media, analyze information and prepare reports in order to ensure outreach, engagement and growth of the project’s media coverage ;
  • Maintain and update online media relations contact list/database

8.Website and social network management

  • Oversee and manage the project social media accounts in line with corporate social media policy ;
  • Oversees daily social media outreach and engagement around UN Women’s work and the issues of gender equality and women’s empowerment;
  • Regularly update UNDP website in collaboration with the communication unit based in N’Djamena
Profil recherché pour le poste : Communications Specialist
  • Master's degree in media relations, journalism, publishing
  • 5 years of relevant experience at the national or international level in public relations, communications or advocacy. 
  • Previous experience with a multilateral or international organization, preferably in the UN.  
  • Strong command of social media, web-based publishing, and visual media
  •  Experience in post conflict environment is a strong advantage;
  • Proficiency in usage of computers, office software packages and advance project management software as well as in handling of web-based management system.
  • Experience in publishing, storytelling, communicating.
  • Fluency in French and in English. 
  • Working knowledge of Arabic is an asset.
  • Computer literacy is a requirement: Word, Excel, PowerPoint, etc.
